On November 18, 2025, the U.S. Customs and Border Protection (CBP) issued a Withhold Release Order (WRO) against Firemount Group Ltd. in Mauritius, detaining all garments, apparel and textiles manufactured by the company due to evidence of forced labour. CBP’s investigation found workers at Firemount subject to four International Labour Organization indicators of forced labour—abuse of vulnerability, debt bondage, deception, and intimidation and threats—based on interview questionnaires, audio transcripts, NGO reports, news media and academic research. The WRO, the fourth issued in 2025 and first of Fiscal Year 2026, prohibits the entry of Firemount products into the United States and requires importers to either export or prove their goods were not made with forced labour. CBP officials emphasized that forced labour is inhumane, undermines fair competition, and that the agency will continue to enforce 19 U.S.C. § 1307 to ensure a level playing field for American businesses. The action leaves CBP overseeing 54 active WROs and nine Findings aimed at keeping forced‑labour goods out of the U.S. market.
