On September 24, 2025, U.S. Customs and Border Protection (CBP) issued a Withhold Release Order (WRO) against Giant Manufacturing Co. Ltd., a Taiwanese bicycle maker, after finding evidence of forced labour. Effective immediately CBP will detain bicycles, bicycle parts and accessories made by Giant at U.S. ports. CBP’s investigation identified five indicators of forced labour—abuse of vulnerability, abusive working and living conditions, debt bondage, withholding of wages, and excessive overtime—and said Giant profited by undercutting fair-market wages. The WRO is the third of 2025 and fourth in fiscal year 2025, and CBP now oversees 53 WROs and nine findings under 19 U.S.C. §1307. CBP urged importers to conduct supply-chain due diligence and said detained goods must be destroyed, exported or proven not made with forced labour.
